If you're replacing the game's default cars, you'll see the bars appear when that car is selected and it'll let you know what kind of performance figures the car has. Here are the ranges from no bar to full bar (depending on how much space you want between the end of the bar and the edge of the box). You may want to restrict them by percentages if you're going to calculate them based on your car's stats. Between 10% - 100% should be fine, though.
The stats are Top Speed, Acceleration and Weight:
2325 - 4215
12.00 - 1.45
0.6 - 3.5
