Well. When I tried to play re-volt online, a popup would appear asking me if I wanted to block or unblock or ask later. I've done Block. When I was in a room with a player. I couldn't see him.
What's the problem?

Heh, I think that popup is your firewall asking if it should let Revolt access the internet. You might need to open the firewall access list to allow Revolt to connect.

yes i think so, be sure that rvhouse is in trusted applications whatever you have: firewall or router. you can check settings for walls&routers on www.rvhouse.net.
ports should be open for the game itself aswell. (revolt.exe)
you might have to turn off the windows inbuilt firewall too.
