What makes sense to me is that CHT is active in online mode. In offline mode the man will be uncomfortable with CHT.

Don't see a reason. It doesn't change or break gameplay, and is only visible in the car selection screen and time trial records (excluding its purpose in multiplayer).

The whole point of CHT is to inform you that the car is custom or modified.

I think it's unnecessary for us to be offline. Then a setting must be written.
