Maybe his native language doesn't has upper and lower cases (eg: japanese) so he thinks that every word in occidental languages starts with Upper Case.

I've sent him a PM trying to rub my message in his face, but he ignored it so ban seems like the only remedy for this.

Hmm... I looked at his profile (strike21) at RVL forum, and it shows that he's from Indonesia (i don't think person would lie about his location, unless it sounds stupid or don't exist, blabla...).
