Posted this here for the non-RVL people. The main purpose of this tutorial is to help beginner NFS4 converters that leave the car's original texture unpainted or badly painted.
1. Make sure you have the CAR00.tga.
2. Create a 256x256 bitmap and fill it with pureblack.
3. Open the CAR00.tga with some photo manipulation program.
4. Once you opened the texture, right click and copy.
5. Paste it over the black bitmap and paint it with white.

The white parts are the solid details (lights, badges, wheel, etc), the silver ones is for the primary body color, the darker ones are the other colors (decals, interior, driver hair), and the black ones are pureblacks/transparencies (for the corners of the chassis texture, the steering wheel spokes, etc).
Now, let's get the colors.
Download FCE Colors: http://www.nfscars.net/file/view/highstakes/5309.aspx
1. Choose the FCE model file of the car you're converting.
2. "Load FCE car colors from TGA graphic file?" No.
3. Save the TGA.
Each column is Main color/Driver's hair/Interior/Secondary color (i suppose).
Each row is a color set.
You may need to add 50% of brightness & contrast to get the right colors.
