Kinda, take a look at the picture below:
Vertex coloring is integrated into max as well as Gmax under the main modifiers among theese
Editable Mesh &
Editable Poly. But there is also a tool, called Vertex Paint or something, which I don't use myself. How does vertex coloring work in Rhino? I saw that it actually do show the colors when I loaded the Dr. Grudge you imported.

I can offer some help on the BASICS in 3Ds Max, including texturing. I had a lot of help from YouTube videos and tutorials I found on random sites. "How to make a wipeout track"on YouTube helped me make an extreme revolt track
